5、situationswherecaseswhichshouldnotbefiledbythepublicsecuritygansaredone.OnOctober1st2010theSupremePeoplesProcuratatetheMinistryofPublicSecurityofthePRCcoissuedOntheRelevantIssuesontheSupervisionofFilingofCriminalCaseswhi

6、chsetclearregulationstothesituationswherecaseswhichshouldnotbefiledbythepublicsecuritygansaredone.Althoughtherearestillmanydeficienciesitisabigimprovementinlegislationhasmadeupflegislationinsituationswherecaseswhichshoul

7、dnotbefiledbythepublicsecuritygansaredone.BasedonthedatabasicsituationsobtainedfromherspecialfieldsurveyinWDistrictProcuratateinKCityofYProvincetheauthconcludedthepresentoperationstatusofsupervisiononcaseswhichshouldnotb

8、efiledbythepublicsecuritygansaredone:firstthequantityhasincreasedrapidlysecondthequalityneedstobeimprovedthirdtheeffectisbarelysatisfacty.Asfthereasonstheyaremainly:inlegislationnarrowscopevaguestardsroughprocedurelackof
