3、sentation addressing “conversational” (video telephony) and “nonconversational” (storage, broadcast, or streaming) applications relative to exsiting standards. This paper mainly researeh on the new techniques

4、 in H.264/AVC, in connection with the trend at Compression Solution For Monitoring Video Based On H.264, this paper proposed an Efficient Compression Solution For Monitoring Video based on remov

5、al of redundant content, and described it with the idea of Content Detection and Layered Quantization. This paper focused on the methods and implementation process of Macroblock- level layered quantizatio

6、n.At the same time, it also analysised the iteration problem of block- blur, and proposed its corresponding solution—independent macroblock encoding mechanism. In the end, this paper compared this

7、 efficient compression solution with the standard H.264 on three aspects such as the quality of compressed video, the compression ratio and coding performance. Then a good result of considerabl

8、y lower rate in the condition of the areas which people may interest on are still clear has been shown out well, and the compression ratio is twice as much as the original. Key words: H.264;
