4、nationalgovernmentperspectivethephenomenonof“absentfromtheirduties”“mismatches”hamperedthispolicyfromrunningsmoothly.WithitscomplicatedbackgroundmanycountriessuchasU.S.ACanadaAustraliahadexperiencedmanydifficultiesinhist

5、ybutcomeoutsuccessfully.ManycountriestrytoimitatethesecountriesIthinkwealsolearnfromthesecountriesweshouldrefmtheinvestmentmechanismdevelopthecivilsocietychangemanagementestablishindividualcreditinfmationsystem.Thispaper
