1、●●中文摘要。 中文摘要非直接利益沖突的發(fā)生往往看似偶然、突發(fā)，實屬必然，是遲早都要發(fā)生的。它是社會發(fā)展到某個階段的產(chǎn)物，是一種常態(tài)。非直接利益沖突是一種價值觀沖突，目前由沖突的價值觀己衍生出兩種不同的非直接利益沖突形式：無意識群體行為和社會泄憤事件。在行政倫理的多個維度中，制度倫理與個體倫理是內(nèi)在與外在、他律與自律的兩個最基本維度。因此，本文從這兩個基本維度出發(fā)，分析非直接利益沖突發(fā)生的原因及解決對策。關(guān)鍵詞：非直接利益沖突：行政倫理
